What’s Changing with the NDIS?

On 22 April 2026, the Australian Government announced a series of reforms aimed at securing the future of the National Disability Insurance Scheme (NDIS).

The NDIS continues to play a critical role in supporting people with permanent and significant disability. However, the scheme is growing at a rate higher than comparable programs, with rising costs linked to plan inflation and system challenges.

To address this, the Government has outlined reforms focused on improving sustainability while maintaining support for participants.

The 4 Key Reform Pillars

The Government’s plan focuses on:

  • Fighting fraud and stopping misuse of funds
  • Slowing the rate of cost growth
  • Introducing clearer eligibility requirements
  • Improving the quality of services and supports

These reforms will be introduced through the National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill, following the 2026–27 Federal Budget.

They also build on recommendations from the Independent Review into the NDIS and the Disability Royal Commission.

Delay to the New Planning Framework

As part of these broader reforms, the NDIS has been developing a new planning framework.

This framework is part of the broader “new way of planning”, and includes:

  • A Support Needs Assessment process
  • A new approach to determining participant budgets
  • A focus on more consistent and equitable funding

Updated timeline

👉 The rollout of the new planning framework has now been delayed until 1 April 2027.

Why Has the Planning Framework Been Delayed?

The delay follows consultation with:

  • People with disability
  • Families and carers
  • Advocates

The additional time will allow the NDIS to:

  • Continue gathering and responding to feedback
  • Test proposed rules and processes
  • Provide clearer and more detailed information

What This Means for Participants

There are no immediate changes to how your current NDIS plan is managed.

For now:

  • Existing planning processes will continue
  • Your current supports remain in place
  • Further information will be shared before the new framework begins

The delay is intended to ensure the new system is clearer, more consistent, and better aligned with participant needs.

How This Connects to the “New Way of Planning”

The delayed planning framework is part of the broader changes often referred to as the “new way of planning”.

In simple terms:

The delay means the approach is still moving forward, but implementation will take longer.

What Happens Next?

The Government has confirmed:

  • Further reforms to the NDIS are still expected
  • Ongoing consultation will continue
  • More detailed updates will be released over time

The goal is to ensure the NDIS remains sustainable while continuing to support participants effectively.
