The NDIS New Way of Planning: What You Need to Know

ndis-new-way-of-planning-explained

The NDIS is introducing a new way of planning. These changes aim to make the Scheme easier to understand, more consistent, and better focused on each participant’s individual needs.

At Support Agency, we understand that changes to the NDIS can feel confusing. This guide explains what is changing and what it may mean for your plan.

Why is the NDIS changing?

The NDIS has helped many people with disability work towards their goals and access important supports.

However, feedback from participants, families, carers, providers, and the wider community showed that improvements are needed. Some people have found the system difficult to navigate, inconsistent, or time-consuming.

The NDIS Review confirmed the need for changes to:

  • improve consistency in decision making
  • make the Scheme easier to use
  • focus more on individual needs
  • support long-term sustainability

These updates are part of that process.

What changes have already started?

Some updates are already being introduced.

Clearer definition of supports

The NDIS has clarified what supports can and cannot be funded. This helps make decisions more consistent and easier to understand.

Funding periods in plans

New and reassessed plans now include funding periods.

These are designed to help participants:

  • manage their budget across the full plan
  • plan ahead with their supports
  • reduce the risk of overspending early in the plan

More information about eligibility

Participants who entered the NDIS from 2025 may receive information about the impairments that meet access requirements.

This helps provide more transparency about:

  • why a participant has accessed the NDIS
  • what types of supports may be relevant

Ongoing improvements

Additional changes are expected to roll out over time. These include:

  • plans that are more focused on individual needs
  • increased flexibility in how budgets are used
  • improved support for decision making
  • better access to appropriate supports

What are Support Needs Assessments?

Support Needs Assessments are expected to be introduced from mid 2026.

They will form part of the new planning process.

What are they?

Support Needs Assessments are designed to gather consistent information about a participant’s support needs.

They aim to understand:

  • daily support requirements
  • functional capacity
  • the level of support needed to work towards goals

The NDIS has stated that these assessments are being developed to be:

  • suitable across different disability types
  • culturally appropriate
  • trauma informed
  • inclusive of diverse communities

Why are they being introduced?

Feedback from the disability community highlighted that the current process can involve:

  • multiple reports
  • high costs for assessments
  • delays in planning

Support Needs Assessments aim to reduce this burden.

This means:

  • participants may spend less on reports
  • more time can be focused on supports rather than documentation
  • planning decisions may become more consistent

What does this mean for your supports?

These changes are designed to improve how supports are included in NDIS plans and how decisions are made.

Therapy supports, such as music therapy, may still be included in your plan if they meet NDIS criteria such as being reasonable and necessary and aligned with your goals .

Like all supports, therapy services must:

  • relate directly to your goals
  • address your functional needs
  • not duplicate other supports in your plan

What should you do next?

You can take simple steps to stay prepared:

  • Speak with your Support Coordinator about how these changes may affect you
  • Ask questions during your plan review
  • Make sure your goals are clear and up to date
  • Stay informed as further updates are released
